Si certaines avanc\u00e9es sont \u00e0 saluer, FO \u00e9met des r\u00e9serves sur ce projet, car de nombreux points restent encore en suspens. Voici les grandes lignes de sa position.<\/p>\n<p><strong>Un choix sans concertation, une m\u00e9thode \u00e0 revoir<\/strong><\/p>\n<p>Le choix de PULSE s\u2019est fait sans transparence, sans dialogue avec les repr\u00e9sentants du personnel ni implication des salari\u00e9s. Aucun cahier des charges et aucune grille comparative n\u2019ont \u00e9t\u00e9 communiqu\u00e9s. Ce manque de concertation est d\u2019autant plus regrettable que ce logiciel impacte profond\u00e9ment les pratiques, les m\u00e9tiers et les relations avec les adh\u00e9rents.<\/p>\n<p><strong>Un d\u00e9ploiement bien accompagn\u00e9\u2026 mais \u00e0 court terme<\/strong><\/p>\n<p>La phase de d\u00e9ploiement a b\u00e9n\u00e9fici\u00e9 de moyens cons\u00e9quents : plateforme LMS, formations en bin\u00f4mes PROMEOM \/ Trustteam, relais internes, phase pilote, \u2026 Ces efforts traduisent une volont\u00e9 r\u00e9elle d\u2019appropriation de l\u2019outil. Nous saluons cette d\u00e9marche.<br \/>\nMais qu\u2019en est-il de l\u2019apr\u00e8s ? Le suivi post-d\u00e9ploiement reste flou : pas de plan de maintien en conditions op\u00e9rationnelles, pas d\u2019indicateurs de performance des outils, pas de gouvernance claire ni de boucle d\u2019am\u00e9lioration continue. Le risque est grand que les \u00e9quipes se retrouvent seules face aux difficult\u00e9s.<\/p>\n<p><strong>Des inqui\u00e9tudes techniques persistantes<\/strong><\/p>\n<p>Plusieurs points techniques nous pr\u00e9occupent :<\/p>\n<ul>\n<li>Migration des donn\u00e9es : absence de strat\u00e9gie document\u00e9e, de tests de non-r\u00e9gression, de validation crois\u00e9e automatis\u00e9e, de plan de secours.<\/li>\n<li>Ergonomie et exp\u00e9rience utilisateur : absence de test formel ou de d\u00e9monstration de conformit\u00e9 \u00e0 l\u2019<a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000018528865\">article R.4542-5 du Code du travail<\/a>.<\/li>\n<li>Accessibilit\u00e9 num\u00e9rique : absence d\u2019audit et de feuille de route corrective.<\/li>\n<li>Impact environnemental : intentions \u00e9voqu\u00e9es mais absence d\u2019indicateurs et d\u2019engagement mesurable.<\/li>\n<\/ul>\n<p><strong>Des m\u00e9tiers en tension, des impacts sous-estim\u00e9s<\/strong><\/p>\n<p>Le projet n\u2019a pas anticip\u00e9 les impacts organisationnels : pas de cartographie des processus, pas d\u2019analyse de charge, pas de plan d\u2019adaptation RH. Les m\u00e9tiers en premi\u00e8re ligne (assistantes, m\u00e9decins, pr\u00e9venteurs\u2026) risquent de subir une intensification du travail, sans compensation.<\/p>\n<p><strong>Les adh\u00e9rents et les salari\u00e9s dans tout \u00e7a ?<\/strong><\/p>\n<p>Le portail adh\u00e9rent est mentionn\u00e9 mais hors p\u00e9rim\u00e8tre du d\u00e9ploiement (pas test\u00e9). Le portail salari\u00e9 est repouss\u00e9 \u00e0 fin 2025. Aucun plan d\u2019accompagnement externe n\u2019est pr\u00e9vu. Cela pourrait g\u00e9n\u00e9rer une surcharge pour les \u00e9quipes et une insatisfaction des adh\u00e9rents.<\/p>\n<p><strong>Notre position : vigilance et exigence<\/strong><\/p>\n<p>Nous ne remettons pas en cause l\u2019outil PULSE en tant que tel. Mais nous d\u00e9non\u00e7ons le manque de transparence dans son choix, l\u2019insuffisance du suivi post-d\u00e9ploiement, et les risques techniques et organisationnels non ma\u00eetris\u00e9s qui peuvent \u00eatre g\u00e9n\u00e9rateurs de risques psychosociaux importants.<\/p>\n<p>Par ailleurs, aucune v\u00e9ritable feuille de route n\u2019a encore \u00e9t\u00e9 pr\u00e9sent\u00e9e concernant l\u2019harmonisation des pratiques de travail. \u00c0 ce stade, la seule annonce concerne la mise en place d\u2019un petit groupe de trois m\u00e9decins charg\u00e9s de travailler sur une saisie minimale. Or, pour que ce projet r\u00e9ussisse, il est indispensable d\u2019associer l\u2019ensemble des salari\u00e9s : cela passe par la cr\u00e9ation de groupes de travail repr\u00e9sentatifs de tous les m\u00e9tiers, afin que l\u2019harmonisation soit r\u00e9ellement partag\u00e9e et efficace !<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\n\t<\/div>\n<\/section>\n\n<section class=\"cbo-contact
