{"id":296,"date":"2026-01-23T15:13:09","date_gmt":"2026-01-23T14:13:09","guid":{"rendered":"https:\/\/staging-elections.promeom.fr\/fo\/?p=296"},"modified":"2026-02-09T15:20:37","modified_gmt":"2026-02-09T14:20:37","slug":"accord-salaire-et-primes","status":"publish","type":"post","link":"https:\/\/staging-elections.promeom.fr\/fo\/accord-salaire-et-primes\/","title":{"rendered":"Accord \u00ab\u00a0Salaire et primes\u00a0\u00bb"},"content":{"rendered":"<section class=\"cbo-pushtext pushtext--normal\">\t<div class=\"pushtext-inner cbo-container container--xsmall\">\n\n\t\t<div class=\"pushtext-content cbo-cms\">\n\t\t\t<div class=\"content-inner scale-up\">\n\t\t\t\t<h3><span style=\"color: #cf0a0a;\">Pourquoi FO n\u2019a pas sign\u00e9<\/span><\/h3>\n<p>Dans le cadre des travaux d\u2019harmonisation post-fusion, la direction a propos\u00e9 et d\u00e9battu avec les d\u00e9l\u00e9gu\u00e9s syndicaux, un nouvel accord relatif \u00ab\u202faux salaires et primes\u202f\u00bb.<\/p>\n<p>Cet accord se substitue \u00e0 l\u2019ensemble des accords, notes de services, engagements unilat\u00e9raux et usages en mati\u00e8re de r\u00e9mun\u00e9ration.<\/p>\n<p>En l&rsquo;\u00e9tat des n\u00e9gociations et des propositions de la direction, FO et ses adh\u00e9rents ont fait le choix clair\u202fd&rsquo;\u00eatre la seule organisation syndicale repr\u00e9sentative \u00e0 ne pas signer cet accord.<\/p>\n<p><strong>\u00a0<\/strong><strong>La position de FO sur les primes \u00a0<\/strong><\/p>\n<p>FO le r\u00e9p\u00e8te depuis toujours : le salaire, c\u2019est du durable. Les primes, c\u2019est du variable. Les primes ne peuvent donc pas \u00eatre consid\u00e9r\u00e9es comme un \u00e9l\u00e9ment p\u00e9renne de salaire. Elles ne doivent, par principe, devenir un moyen de r\u00e9mun\u00e9rer une mission permanente.<\/p>\n<p>Pourquoi cette position ? Quand une partie du salaire (prime) d\u00e9pend d\u2019un objectif, d\u2019une appr\u00e9ciation manag\u00e9riale, d\u2019un dispositif qui peut \u00eatre red\u00e9fini\u2026 le salari\u00e9 est plac\u00e9 dans une relation de d\u00e9pendance : une part de sa r\u00e9mun\u00e9ration peut varier au gr\u00e9 des d\u00e9cisions de l\u2019employeur.<\/p>\n<p>Soyons clairs\u202f: une prime, ce n\u2019est pas un droit aussi solide qu\u2019une augmentation de salaire. Elle peut \u00eatre r\u00e9duite, requalifi\u00e9e, absorb\u00e9e, supprim\u00e9e si la Direction change de cadre, de politique ou de strat\u00e9gie.<\/p>\n<p>Une autre fa\u00e7on de le voir c\u2019est le fait de dire que le revenu devient conditionnel. Et quand le revenu devient conditionnel, un rapport de force s\u2019installe entre l\u2019employeur et les salari\u00e9s.<\/p>\n<p><strong>\u00a0<\/strong><strong>On retire maintenant, on promet de donner apr<\/strong><strong>\u00e8s\u00a0<\/strong><\/p>\n<p>Le texte que nous n\u2019avons pas sign\u00e9 met fin \u00e0 plusieurs dispositifs et primes, notamment\u202f:<\/p>\n<ul>\n<li>le dispositif de prime variable annuelle de l\u2019ex-AST Grand Lyon qui est renvoy\u00e9 \u00e0 une \u00ab\u202fr\u00e9flexion\u202f\u00bb ult\u00e9rieure pour d\u00e9finir un nouveau dispositif\u202f;<\/li>\n<li>suppression des primes li\u00e9es \u00e0 des missions de coordination, d\u2019expertise, de r\u00e9f\u00e9rents m\u00e9tiers, de renfort \/ remplacement, etc.\u202f;<\/li>\n<li>suppression, pour certaines cat\u00e9gories, de la prime de doublage \u00e0 compter du 31 mars 2026.<\/li>\n<\/ul>\n<p>Ce que l\u2019accord pr\u00e9voit pour compenser cette perte\u202f:<\/p>\n<ul>\n<li>Le dispositif de prime variable annuelle est remplac\u00e9 par un renvoi \u00e0 une \u00ab\u202fr\u00e9flexion\u202f\u00bb ult\u00e9rieure pour en d\u00e9finir un nouveau ;<\/li>\n<li>Concernant les missions auxiliaires, il annonce une harmonisation\u202f: r\u00e9mun\u00e9ration \u00e0 5 % de la R\u00e9mun\u00e9ration Minimum Annuel Garantie (r\u00e9f\u00e9rence branche) et une limitation \u00e0 deux missions \u00e0 compter du 1er janvier 2026.<\/li>\n<\/ul>\n<p>Le message est limpide\u202f: le cadre change, et ce changement se fait d\u2019abord dans le sens de la r\u00e9duction \/ suppression, avec des \u00ab\u202fdiscussions futures\u202f\u00bb qui, elles, ne sont ni garanties ni chiffr\u00e9es. Les promesses n\u2019engagent que ceux qui y croient.<\/p>\n<p><strong>\u00a0<\/strong><strong>FO refuse une suppression \u00ab<\/strong><strong>\u202f<\/strong><strong>\u00e0 perte<\/strong><strong>\u202f<\/strong><strong>\u00bb <\/strong><strong>\u2014 sans garantie de compensation\u00a0<\/strong><\/p>\n<p>Certains pourraient nous taxer d\u2019incoh\u00e9rence \u00ab\u202fFO critique les primes, mais refuse un accord qui les supprime\u202f\u00bb. En r\u00e9alit\u00e9, la ligne FO est bien plus coh\u00e9rente et responsable qu\u2019elle n\u2019apparait\u202f:<\/p>\n<ul>\n<li>FO critique le principe des primes quand elles remplacent le salaire et cr\u00e9ent de la d\u00e9pendance\u202f;<\/li>\n<li>Mais FO ne peut pas faire comme si, dans la r\u00e9alit\u00e9, certaines primes n\u2019\u00e9taient pas devenues un compl\u00e9ment de r\u00e9mun\u00e9ration r\u00e9current, dans la majorit\u00e9 des cas int\u00e9gr\u00e9 au budget des salari\u00e9s.<\/li>\n<\/ul>\n<p>Or, en l\u2019\u00e9tat, l\u2019accord (que nous n\u2019avons pas sign\u00e9) supprime \/ transforme des \u00e9l\u00e9ments de r\u00e9mun\u00e9ration qui \u00e9taient vers\u00e9s r\u00e9guli\u00e8rement sans garantir noir sur blanc qu\u2019il n\u2019y aura aucune perte et sans compenser durablement toute baisse, par exemple, via une augmentation de salaire.<\/p>\n<p>FO ne peut signer un accord qui peut se traduire par\u202f\u201con enl\u00e8ve une partie du revenu, et on verra plus tard comment on compense.\u201d. Parce que \u201cplus tard\u201d n\u2019est ni un droit, ni une garantie.<\/p>\n<p><strong>Transformer le variable en fixe, s\u00e9curiser le revenu\u00a0<\/strong><\/p>\n<p>FO ne \u00ab\u202fd\u00e9fend\u202f\u00bb pas les primes par principe. FO d\u00e9fend le pouvoir d\u2019achat et la s\u00e9curit\u00e9 du revenu. Donc nous continuerons de porter des exigences simples et justes\u202f:<\/p>\n<ul>\n<li>Quand une prime est devenue une composante r\u00e9guli\u00e8re de la r\u00e9mun\u00e9ration, nous demandons sont int\u00e9gration au fixe (ou, a minima, de la s\u00e9curiser dans un cadre clair)\u202f;<\/li>\n<li>Dans le cadre de mise en place de prime exceptionnelle ou ponctuelle, nous demandons que celle-ci soit \u00e9tablie sur une base juste et \u00e9quitable.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>Harmoniser, oui mais pas \u00e0 n\u2019importe quel prix<\/strong><\/p>\n<p>FO est pr\u00eat \u00e0 travailler \u00e0 une harmonisation coh\u00e9rente\u202f: plus lisible, plus \u00e9quitable, plus protectrice.<\/p>\n<p>Tant qu\u2019il n\u2019y aura pas de garanties \u00e9crites, chiffr\u00e9es, et p\u00e9rennes (notamment via du salaire), FO ne cautionnera pas une suppression d\u2019\u00e9l\u00e9ments de r\u00e9mun\u00e9ration qui p\u00e8se sur le quotidien de nombreux
